Taken from New York Herald, U.S. Merchant Marine Supplement; Text from image: "A Nation Must Control its Overseas Commerce -- No nation can be really great that does not control its overseas commerce. The upbuilding and operation of ships are essential to this commerce. As a hard-headed people that has had the need to own its own shipping deeply impressed upon it by the great war we have learned our lesson. A great merchant fleet is in process of building, and we will find the necessary means to continue and augment it to the end that the United States of America need to beholden to no one to carry its overseas commerce and to protect itself through this commerce in time of war.
