Drayton is surprised that the Confederates did not open fire on the retreating troops for, if they had, Drayton believes nothing then could have prevented a stampede. General Benham is the scapegoat and, due to his previous unpopularity, does not have any support from his fellow officers. Drayton also relays information provided him by two Contrabands that have arrived there.

Drayton suggested that Davis might mention the reports but advised against showing them directly, as it would be very unlikely to influence the President against either Welles or Fox. Drayton expresses a lack of confidence in Admiral Foote, who is to relieve du Pont as the head of the South Atlantic Blockading Squadron. Drayton believes the truth about the limitations of the ironclads will be made known eventually, but there is nothing to be done so long as Assistant Secretary Fox supports John Ericsson.

He believes that with the order to attack Charleston he had 'been called upon to make bricks without straw and dimmed my previous standing because I would not succeed.' However, he feels he has served the country and its cause by saving the fleet and coast, and in the process conducted an experiment with the ironclads that may prove useful in preparing for any foreign war. He has not yet heard anything from the Department of the Navy since the attack, but he knows that the 'slanderers who have poisoned or attempted to poison the public mind' are in the sympathy of the Department. Du Pont plans to withdraw, hoping to go home in May and arrange to give up the squadron.
