Drayton reports that the trading schooners that have been arriving with stores for the Squadron under permits from the Secretary of the Treasury are becoming 'floating grog shops' that trade in 'almost poisonous liquor retailed at most exorbitant prices to the sailors.' To remedy this, Drayton suggests that du Pont order that no ship bringing a cargo containing spirits be allowed to remain in any port under du Pont's control.
