The fort was named for U.S. Senator Willard Saulsbury. It was a U.S. Coast Artillery Defense Unit built during World War I.

Named for Col. James McHenry of Baltimore, an aide to Gen. Washington during the Revolutionary War and who served as Secretary of War from 1796-1800(?). Fort McHenry is located on Whetstone Point on Patapsco River, featured star-shaped dungeons, and housed 6,000 prisoners during the Civil War. Francis Scott Key wrote The Star Spangled Banner there, so the fort was designated a national park in 1925.

The fort was developed at a location near the Delaware Bay and the Mispillion River in Milford, DE. The two batteries, hidden gun emplacements, were named for two men, Colonel David Hall and Colonel John Haslet, Revolutionary soldiers from Delaware.
