Further, Lt. Comdg. Stevens has sent two people from Jacksonville searching for fugitive slaves, but, in addition to logistical considerations, Drayton feels he cannot allow any slave to return with his master in a vessel under Drayton's command given the recent law of Congress. Drayton also mentions Masters Mate Winton has been discovered to be morally unfit for the position and has handed in his resignation.

Drayton expresses frustration that Ericsson has not kept the promises of the contract. Further, with the absence of steam while at work on the machinery, the damp and stagnant atmosphere on board is causing everyone to get sick. Drayton comments on the current state of the war, politics, and the mood in Washington, and he believes that with the army's recent setbacks the Union may finally need to call on 'the more comfortable classes' to serve in the field, which Drayton feels is much needed. He remarks that President Lincoln is expected to issue the proclamation for freeing the slaves in the new year, and Drayton believes that there could never be a peace worth having if slavery were permitted to continue. He criticizes the Navy Department for 'giving itself completely up to the popular man of the moment,' which results in incompetently built ships.
